The NCVO
The manual is published in association with the NCVO (the National Council for Voluntary Organisations). Charities Act 2011 – this update reflects the implementation of the new Act (from 14 March 2011). The Act largely replaces most (but not all) of the Recreational Charities Act 1958, which gave charitable status to village halls; the Charities Act 1993, which contains all the rules on charity accounting, and the Charities Act 2006.
Investments – significant recent development are addressed, including the Charity Commission’s revised guidance on charity investments. This update includes comment on financial investment, made to generate an income and/or capital growth return, and programme related investment, made to further the charitable purposes (objects). It also sets out the key issues for trustees of charities with “mixed motive” investments, intended to produce a combination of financial and social impact returns.
Tax and giving to charities - this update includes guidance on important expected changes, intended to encourage additional giving to charities. This includes the proposal for a 10% reduction in inheritance tax (down to 36%) for those who leave 10% or more of their net estates to charity.
Protection of children and vulnerable adults – following various reviews instigated by the government, revised processes for CRB checks and changes to the vetting and barring procedures are now expected, this update includes the latest available information about those changes.
Northern Ireland – the transitional and pre-registration arrangements for charities in Northern Ireland (the “Deemed Charities” list), the latest news on the proposed alterations to the public benefit provisions in the Charities Act (Northern Ireland), plus the revised timetable for commencement of the full registration process.
