(i) Unison (U) brought claims for judicial review to challenge the decisions of several primary care trusts (PCTs) to enter into contracts with NHS Shared Business Services Ltd for alleged breaches of the Public Contract Regulations 2006. The present hearing concerned (1) whether the decisions were amenable to public law challenge; (2) whether U had standing to bring the claim; (3) and whether there had been delay by U.
