A treaty which introduces changes amending or replacing Treaty of the European Union or the Treaty on the Functioning of the European Union, or a European Council decision to be adopted subject to approval by member states, are not to be ratified unless the referendum requirement is met (this provision excludes those treaties or decisions relating to specific subject matters, such as the conferring of competencies (as set out in article 4 apply)). The requirement is for a referendum to be held and a majority voting in favour.
