The Hague Convention 1996 is currently in force in 33 states and is due to come into force in England and Wales later this year, but the precise date is currently unknown. There has already been considerable delay in the Hague Convention 1996 coming into force in this jurisdiction, and the latest round of delays seems to be the result of issues relating to data protection and the exchange of information between states.
