What has Jess done with the Insolvency Service's post?

The Insolvency Service (IS) has posted an announcement on its website regarding some wayward post. Could Jess (of Postman Pat fame) be responsible? Postman Pat has remained silent on the issue, waving away all enquiries with a stern "no comment." The IS has however spoken out on the issue. It notes:

"PLEASE NOTE AS A MATTER OF URGENCY: Estate Accounts Services relocated from Ladywood House, Birmingham in May 2008. Our redirection with Royal Mail has now ceased and we have noticed a dramatic reduction in post volumes. If you are still using the OLD Ladywood House address, please amend immediately to our Cannon House address:
