Tripping up on the TR1

This article addresses the TR1 form and its predecessor and near relation form 19 (JP), and asks: how did we get here and what should we be doing about it? There is a summary of the relevant case-law. Questions such as what happens if none of the boxes has been ticked on the TR1 and what happens if the box is ticked but the TR1 is not signed are answered.
