A local authority making a placement application, because it was satisfied that the child ought to be placed for adoption under s 22 of the Adoption and Children Act 2002 (the 2002 Act) was not acting under the auspices of Pts 3 and 4 of the Children Act 1989, but as an adoption agency under the 2002 Act.
