The right to be provided with accommodation, as a child in need, under Children Act 1989, s 20, was not a civil right within European Convention on Human Rights, Art 6(1), not least because s 20 required the local authority to make a series of evaluative judgments, including a decision as to whether a person was under the age of 18. The age determinations of each claimant by the respective local authorities had not been contrary to Art 6, which was not engaged.
