A vulnerable adult was autistic and had a severe learning disability. He was living with his father but was placed in respite care with his father's consent for a few days. A disagreement between the father and the local authority led to the authority retaining the adult in a home for a year.
If a local authority sought to regulate, control etc it must point to specific statutory authority or else obtain the appropriate sanction of the court.
