The parents were both mentally fragile and in a damaging relationship. The first local authority placed the children, now aged 13 and 7, and mother in a different local authority area at a location unknown to the father. This led to the second authority becoming the designated authority.
A judge had made interim care orders under which children were to be removed from their mother but had not referred to the relevant authorities and had treated the hearing as a final hearing. The orders were set aside and interim orders made pending the final hearing.
