The children had suffered emotional harm and were at risk of physical harm by the parents. The Recorder was critical of expert evidence given by psychologist and rejected it, expressing a concern about her influence over the social worker and the guardian.
The Recorder had been entitled to find that there was insufficient information to make a placement order, but had not taken into account the practical difficulties of making full care orders without placement orders. Interim care orders were substituted and the placement applications adjourned.
