A series of 13 fixed-term contracts over 11 years, all to cover periods of temporary leave of others, did not require that fixed-term employee to be treated as permanent.
Paragraph 5(1) of the Framework Agreement annexed to Council Directive on Fixed Term Employees requires member states to prevent abuse of successive fixed-term contracts by requiring fixed-term contracts only to be renewed if there are objective reasons or to set an upper limit on the total length or number of such renewals.
