Are Cartel Fines to Too High?

There is a good article found here which makes some interesting points about the European Commission’s cartel enforcement activity in 2011. The highlights include the following:

1. A fall in enforcement activity: 4 actions compared to 6 in 2010;
2. Less firms fined: 14 compared to 74 in 2010;
3. A fall in total fines: €614 million from $3bn; and
4. The average fine imposed on each cartel in 2011 (€154m) was less than half the average (€348m) over the previous 4 years.
