Penny is a professor of law and former practising barrister. She researches and publishes on the effective participation of vulnerable witnesses and co-founded and leads the widely acclaimed website ‘The Advocate’s Gateway’. She devised the ‘ground rules approach’ now incorporated into the Criminal Procedure (Amendment) Rules 2015.
